UNICEF 紧急募集善款 遏止朝鲜儿童营养不良危机恶化

In addition to malnutrition, causing a general listlessness, the children at this centre suffer from inadequate hygiene due to the lack of soap and other basic supplies. The Democratic People's Republic (DPR) of Korea continues to suffer acute food shortages in 1997, the result of a weakened economy and the 1995 floods which displaced 100,000 families and affected 5.2 million people. With the near depletion of Government stockpiles, UNICEF has issued a special appeal to donors for high energy milk (HEM) - a combination of milk powder, suger, oil and mineral salts - to rehabilitate acutely malnourished children. In addition, other supplementary feeding programmes and vaccinations are continuing, as well as the provision of multi-vitamin tablets for pregnant and lactating mothers, and seeds or seedlings for nursery gardens. UNICEF is also cooperating with international NGOs and the World Food Programme (WFP) to provide food for the 2.4 million children under six years of age.
日内瓦/香港,2011年11月1日——联合国儿童基金会(UNICEF)唿吁国际社会伸出援手,支持本会在朝鲜民主主义人民共和国(下称朝鲜)推行的营养项目,以保障当地数以百万计脆弱人民的健康,特別针对患有营养不良的儿童、怀孕和授乳妇女。UNICEF在本年度已唿吁各界募集善款约港币1.6亿元(即2,040万美元),支持在朝鲜进行的紧急救援工作,但至今已筹得的善款不足港币3,600万元(即460万美元)。据了解,其他在朝鲜工作的慈善机构亦同样面对着善款短缺的问题。

「若再筹不到善款,这里的营养项目将难以持续,无法再为患有严重营养不良的儿童提供适切治疗,对他们的成长及身心发展均会造成永久伤害。」UNICEF驻朝鲜办事处代表Bijaya Rajbhandari先生指出,「现时朝鲜亦有数以千计儿童患有中度营养不良,他们的家人及当地政府均措手无策,恐怕他们的病情只会进一步恶化,终变成严重营养不良。」他续指:「我们必需继续努力改善朝鲜的公共营养问题,从问题的根本着手,加强健康、食水、环境及个人衞生等方面的工作,纾缓人民营养不良的情况。」

Supplementing school meals in DPR Korea

根据UNICEF的报告显示,母婴营养不良的问题最值得关注。超过1/4年龄介乎15至49岁的朝鲜妇女,日常生活中未能获取足够营养,这不但会容易导致她们产下体重过轻的婴儿,大大增加初生婴儿夭折和患病的风险,引致广泛性的长期营养不良问题,对儿童发展带来深远及灾难性的负面影响。

Bijaya Rajbhandari先生坦言:「朝鲜早已陷入长期营养不良的恶性循环,营养不良的普遍情况一直未有改善。沒有持续的救援行动,儿童就永远得不到良好的发展机会,尽展他们的潜能。」

UNICEF自1985年起,在朝鲜开展儿童及妇女健康、营养、食水、环境与个人衞生等方面的日常及紧急救援工作。
