呼籲結束敘利亞的苦難

超過120個聯合國和人道主義機構今天發出聯合呼籲,動員世界各地民眾發出他們的呼聲,呼籲結束敘利亞危機和數百萬平民遭受的苦難。呼籲還概述了一系列即刻可行的、實際的行動方案來改善人道行動的通道,從而為敘利亞境內急需援助的人們運送救援物資。

三年前,聯合國人道主義機構領導人向能夠結束敘利亞衝突的那些人發出緊急呼籲。提倡盡一切努力拯救敘利亞人民。他們表示,苦難與殺戮「已經忍無可忍了」。

那是三年前的事情。

如今,殘酷的戰爭幾近上演第六個年頭。殺戮不止,苦難加深。

所以今天,我們 — 人道主義組織和聯合國機構領導人 — 不僅呼籲政府也呼籲大家 — 世界各地民眾 — 聲援敦促結束屠殺。敦促各方就停火與和平之道達成協議。

世界比以往任何時候都更需要一個同心一致的公眾呼求,呼籲結束這種暴行。因為這場衝突及其後果觸及我們所有人。

觸及那些失去親人與生計、被迫流離失所或生活在圍攻絕望中的敘利亞人民。如今,敘利亞境內約有1350萬人急需人道主義援助。而這不僅僅是一個統計數據。這1350萬人的生活與未來都處於危險之中。

觸及那些無從選擇未來而踏上危險之旅,去異國尋求避難所的的家庭。戰爭已促使460萬人逃往鄰國及更遠地區。

觸及這一代兒童和青少年,他們的教育被剝奪,並因經歷恐怖事件而心靈受創,他們看到自己的未來越來越被暴力籠罩。

觸及那些在敘利亞境外,亦目睹危機暴力影響及入侵距其家園不遠的街道、辦公室和餐館的人民。

並觸及衝突對其經濟福利造成有形和無形影響的世界各地所有人。

能夠停止苦難的那些人可以 — 並因此應當 — 立即採取行動。在達成結束戰爭的外交解決方案前,這些行動應包括: - 讓人道行動暢通無阻地持續進行,從而即時拯救敘利亞境內所有處於危難中的人; - 本着人道主義,暫停並無條件地監控停火,從而能夠為平民提供食物和其他緊急援助、接種疫苗和提供其他醫療服務,以及讓兒童能夠重返校園; - 停止摧毀民用基本設施 — 讓學校和醫院及水源得以安全保存; - 讓所有百姓自由行動,並立即解除每一方的全部圍攻。

這些都是實際行動。有志者,事竟成。

以大愛名義…為已深切遭受苦難的數百萬無辜者…以及為生命與未來安危未定的數百萬以上民眾,我們呼籲即刻行動起來。
